Public Library Project – ASLLUK

Public Library Project

A project to House Law Books at the Main Public Libraries of the 19 Judicial Zones in Sri Lanka

This project started with identifying a need in Jaffna for Law books for Students, the Public and Lawyers. The Association of Sri Lanka Lawyers in London in 2010 funded the purchase of Law Books initially to the Law Department of the University of Jaffna.

Thereafter the President of the Jaffna Bar Mrs M.S. Shantha Abhimanasingham P.C. approached us and wanted us to fund Books for the Jaffna Bar indicating that they cannot get access to the Books that were donated to the University. Likewise we donated only one set to the University. There are approximately over 150 students now at the University of Jaffna reading Law.

Hence it was felt if the Books were given to the Public Library we could provide access to students, lawyers and more importantly the public like the other Common Wealth Countries. Because of the history with regard to the Jaffna Library two sets of Books have been donated with a request that one set can be kept for reference and the other for Lending. We will also take steps to inform the costs of the individual Books to the Librarian. It is a common phenomenon in Sri Lanka that public Institutions have failed to protect public property. Most of us would have come across books in the possession of people with a seal of a university, Law College, Court or Attorney General Department. It’s a Legacy that has continued which we have to grow out of.

These books are new books that are available in the Local market. Some printed in India and some editions in UK. However most of the Books are local publications.

The Judicial Zones are
1. Kalutara 2 Panadura 3.Galle 4.Balapitiya 5.Matara 6.Hambantota 7.Batticaloa 8.Amparai 9.Jaffna 10. Chilaw 11.Negombo 12. Gampaha 13. Kegalle 14.Kurunegala 15. Kandy 16. Avissawella 17. Ratnapura 18. Badulla 19. Anuradhapura 20. Vauniya.

Mr Fritz Kodagoda and Wasantha Tenakoon indicated that they will take the lead for Kurunegala. There was a bit of huffing and puffing nothing substitutive has been done by the Kurunegala Boys like the Jaffna boys the project is almost complete with minimal support from the inhabitants of Kurunegala and Jaffna.

Mr Upali Sudusinghe indicated that he will do Hambantota. Mr Shehan Pinidiya and Surya Samaraweera indicated that they will help with Matara.

I have almost dealt with Badulla and Nugegoda on my own. Mr Stanley Obesekara has promised to assist in respect of Gampaha and will seek the support of Mr Leslie Ratnasekera.

Mr Lee Karu QC has indicated he will help with Batticalo. He has visited Batticalo in 2012 and has had first hand experience with regard to the facilities that are available to the public and lawyers.

We must find key people to organise the funding for the other Districts. This would be similar to the Legal Aid Project. The Advantage is that we will give access to Legal Knowledge to all and Sundry.

The Costs of these books are as Follows.

4. Hussain = Rs 120,350.00 ( RS. 123,750)

Book Lists attached – These are new current Books and not second had Books . These books are useful for practitioners, students and the public to resolve day to day Legal Issues.

The Jaffna Library Project was completed.

As stated above. Badulla – Has received all the books except books from M.D Gunasenas. I need to make this payment and or buy the Books from Sarasavi Book Shop who appear to have a better collection.

Kurunegala BASL Hussain books have been sent to Kurunegala . Indian Books are still on route . We need to collect funds for the MD Gunasena. Sarasavi books app Rs 100,000.00

We do not hope to tax people too much hence for each project if we can have a donation of £ 25.00 that would do. It will take a number of years. However if we have a greater number participating in same we may achieve this target without difficulty.
The literacy level is high in Sri Lanka. Its important if we can educate the public and at least create the opportunity so that any individual will have a chance like in the developed countries to examine basic legal positions themselves. We are very quick to talk of our rights , I hope the project will get people to think more of their social obligations.
